    Look up Function Issue

I have a list of tickers/Stocks and their Debt to Capital ratios. I have set up a ranking table in columns D-F ranking the tickers/stocks from lowest Debt to capital ratio and need to do a lookup function (currently using "INDEX-Match") to list the tickers/stocks in the sorting table (column F). The issue I'm running into is that if there are two or more stocks/tickers that have the same Debt to capital ratio my lookup function just grabs whichever one is first instead of recognizing it's a duplicate. Any help would be greatly appreciated. I've attached a spreadsheet.

Column A is all of the tickers / column B is the actual Debt to Cap ratio / Column D is the #'s 1-1301 / column E is the ranking formulas from lowest to high / and Column F is my lookup function index match

    Cheers,
