How to change text color within IF function

Hi, I am trying to use an IF function and conditional formatting all in one.

0 15
9 24

In the example above, I want to use =if('Q:\example\[accountlist.xlsx]systemsize'!$M10=0,b1,'Q:\example\[accountlist.xlsx]systemsize'!$M10)

The column A is getting a number from another workbook, but if it is zero, I want it to equal the number in column B. What I am wanting is if the original number in column A was zero, I want it to turn blue so that I know it was changed. Is it possible to do that without using another column?

Can the value retrieved from accountlist.xlsx be coïncidentally be the same as the value in Column B?
If so you'll need an extra column (which you can hide). If not you can simply use a conditional formatting rule like
