Conditional Formatting - Not working

    Conditional Formatting - Not working

    Have a range of rows/columns with various numbers entered. Initiated conditional formatting, but won't format until I re-enter each individual number. Rules are correctly entered, format is set for number. Tried copy/paste format, didn't work. What can I do to keep from re-entering each number?

    Click GO Advance and click Manage attachments and upload your file...

    some are text some aren't
    i'd just select the columns a:j format general
    then select each column in turn
    data/text to columns click finish repeat for each column
