Display most commonly occurring text, IF text occurs more than X times

I'm fairly new to excel but I need to determine the formula to use to display the most commonly occurring text, but only if it occurs more than 3 times. If it does not occur more than 3 times, display text "balanced". We have 5 candidates, and I've been asked to design a formula that would determine whether or not the provincial origin of the 5 candidates is skewed (did most of the 5 candidates come from the same province and which province was it). I originally wanted a formula that displayed the most common text only (disregarding the number of times), but I ran into a problem whereby ON (for example) could occur the same number of times as QC. I've provided example below. Any ideas/solutions are welcome. Thanks!
