SUMIFS and Dates

I've done some research about using sumifs and dates, and tried applying the solutions to my problem. I am still unsuccessful. Can someone please tell me what I'm doing wrong?

=SUMIFS(INDEX(Pays,,MATCH(Pict,Pict_Type,0)),Month_Begin,">="&Contract_Begin,Month_End,"<="&Contract_End)
