COUNTIFS Using Wildcard & Blank Cells as an argument! Not Working! Please Help! URGENT!

Hi Gurus!

I have a spreadsheet filled with Data, but unfortunatley can't give the data out. As a result i'll have to describe my issue, but I think it should make sense to you!

In Column E, I have text stating a qualification someone is studying. In Column Q, I have a date and time that the person first logged into the online learning system.

What I need to do is, come up with a formula that will count the number of users, who have 'LEVEL 2' in their text in Column E, and then their Column Q is BLANK, thus signalling they are a level 2 student who hasn't logged in.

I hope this makes sense, I've been going round and round it with no joy!
