KPI Invert Relationship

Hello Again,

I am looking for a formula to match he target but exceed the 150% limit.

Let say I have 4 columns which is below

Number of Staffs Target Salaries per year (Fixed) Actual Salaries KPI Limits (%+ or -)
15 1,000,000 900,000 13.52

what I want to say here is if my input values in actual salaries is less than target salaries the KPI limits will calculate and give me the less percentage(%). If the actual salaries is more then it should give me more percentage (%) but it should not exit 150%.

Can anyone help me to setup a formula please.
