How Can I: Have My Chart and Associated Data Table Understand Multiple Years?

Hi guys. I'm at a loss for words on this one. The attached sheet should explain it. Look at the chart and see how it doesn't recognize multiple years in the data, thus putting everything into a repeating pattern.

*If my formulas are incorrect, or there is a better way to reach the goal, please let me know. I fudged this together.

Does this give the results you are after?

=SUMIFS($F$5:$F$32,$E$5:$E$32,$I5,$D$5:$D$32,$H5)

No because what I am trying to achieve is within the chart/graph.
