Trying to Solve Conditional Formatting Formula Linking 2 sheets linking dates

Trying to Solve Conditional Formatting Formula Linking 2 sheets linking dates and comparing times For Conditional Formatting.

I have 2 sheets

Sheet1 has a Date Column in Column A
Sheet2 has a Date Column in Column A


Sheet1 has a Text Column in Column E


Sheet1 has a Time Column in Column O
Sheet2 has a Time Column in Column C


Idealy I think I would use the IF equation for this but Conditional Formating doesnt allow it
So Im using the AND equation


heres my idea but it doesnt work yet and this Equation will be on Sheet1
=AND(E2="PHX",A2='Sheet2'!A:A,'Sheet2'!C:C<=O2)

1. E2 I want to match a specific text in this case PHX
2. A2 has a specific date and Sheet2 has all the dates of the year, I want it to MATCH the date of A2(sheet1) to the date on Sheet2 thats somewhere in Column A:A
I believe I may need to use Match and Idex but not sure how to do this.
3. Next want to Compare the row of the found DATE on Sheet2 but Column C which is a Time, to the TIME of Sheet1
and if Sheet2 Time is Less Than Sheet1 Time it Will Result in a "TRUE"
