Comparing Cells from different spreadsheets with each other and giving different results

Hello everyone,

I need some help here.

I want a formula which checks the priority of an item and compares the stock with the minimun stock level and if it's lower than the mininum stock level it should say in column status 'order' or if it's more or as much as the minimun it should say 'in stock'.
Also there's an exception, there are items which are not in stock and only in a list, because they are per order.
I'll try to explain it again with an example.
The priority for pencils is high, there are 20 in stock, but it should have at least 25. Now the column status should say 'order'.
How can I do that?

Not much clear about the expected results, need more clarify:

Is it the low, high, average stock for all items? Explain it at your sample workbook with before and after situation.
