StartTime for new date at 8PM rather than 12AM

This is a continuation of this problem.

We figure out the solution, but the result isn't accurate.

Normally, from what I understand, time is associated with 12AM = .00, and 11:59pm = .9999
The starttime for the new date is 12am, but I would like to change that. Our ACTUAL start time is actually 8PM to 7:59pm.

We are =percentile.inc() to figure out how much of 95% of all event has been done at this time, but again, because we associate 12AM with our start time, it is giving us false information. We need it to be at 8PM. 8PM to 7:59PM is consider Day 1.

Anyone got a clue?

To clarify it somewhat,

=timevalue function returns a decimal number of time represented by the text string. 12:00 is .00, 11:59 is .9998, etc.

I would like to change it so 8PM is .000 and 7.59Pm is .9998.

Our event happens at 8:00pm as this is non-production hour, and go through the day and ending again at 7:59pm (next day).

We need to figure out at what percentile that we can tell our customers that we are 95% of the time finished by. But because some events happen at 9:00pm, it's counted as .888 rather than .1.
