Hi I have attached a small example sheet it's pretty obvious what I am trying to do and looks to me as though it should be working. However when you see the sheet you will notice that it is giving me the value of the cell in the row beneath the one I am looking for in the formula.

Maybe try VLOOKUP?
VLOOKUP and LOOKUP work well for sorted data, but may return the wrong value when working with unsorted data. I'd use INDEX/MATCH instead:
