Calculate APR inlcuding fees

I am trying to calculate the APR on a loan which includes fee's.

I have tried =RATE but this does not allow the flexibility of additional charges.

For Instance a loan of £100,000 over 60 Months with a monthly payment of £1750 plus £500 upfront charges and £250 final charges.
