Conditional Formatting from 2 Pivot Tables with Excel 2010

Hello,

Is there a way to take data with various states from Pivot Table 2 and create a conditional format for Pivot Table 1 based on criteria from Pivot Table 2?

For Example:

Pivot Table 2 contains the states in column B and ending sales figures in column E:

B3 Mo
B4 GA
E3 $20,000
E4 $150,000

In Pivot Table 1, I would like to enter a conditional Formatting formula in column F which contains the sales results to show "red" if column B containing the matching states is higher than the sales amount in column E of Pivot Table 2
