    I want to populate the yellow cells by formula.

    E2=SUMPRODUCT((YEAR($A$1:$A$72)=$D2)*1)
    F2=SUMPRODUCT((YEAR($A$1:$A$72)=$D2)*($B$1:$B$72))
    G2=F2/E2
    Copy towards down
    Samba
