Need a formula to change cell in column 2 based off of text in column 1

I have data I am retrieving from a database report that I need to change the data in column B to a % based on the text in column A. Column A Row 1 is a numerator which is a number and Row 2 is the denominator which is a number, but Row 3 is the rate of 1 & 2 and I need it to be formated to a % in Column B if Column A has "Rate" in the description.

Now:
COLUMN A COLUMN B
Total # Orders 214
Total # Orders Audited 245
Rate of Compliant Orders 0.87

Need:
COLUMN A COLUMN B
Total # Orders 214
Total # Orders Audited 245
Rate of Compliant Orders 87%
