Populate Text in Cell based on blank/non-blank status of other cell(s)

I have a worksheet where I'm trying to get text to populate depending on two other cells being blank or non-blank.

T4 = is a date the user types in manually
AC4 = another cell where a user types in a date manually
AE4 = is the status of the project to indicate "In Progress", "Completed," or just have the cell left blank

The formula i would need for AE4 covers the following scenario:

T4 - if T4 has a date in it, but AC4 is blank, AE4 populates with "In Progress"
T4 & AC4 - if both cells have a date in it, AE4 populates with "Completed"
T4 & AC4 - if both cells are blank, I don't want anything populating

I know this can be done writing code, but need to stay away from that option for this worksheet for various reasons. I've only been able to get the "In Progress" to show up with =IF(T4<>"","In Progress") and after that I'm stuck.

Is there a scenario where T4 is blank and AC4 is not? If not, here are a couple of suggestions:
