Grouping rows based on 2 column values

Hi all, I am new to this forum so please forgive me if something I say isn't clear. My issue is that I have an excel sheet with 3 columns (batch number, metal content (in %), and weight). Basically I need to be able to group my rows so that I have a list of batches that have 17% metal content AND 40,000 lbs in weight (percentages can be off by .1% and weight by a couple hundred pounds). Is there anyway I can do this calculations in Excel using formulas or macros? I only need one list of batches to get to the target percentage and weight.

I have included a sample file. For the purpose of this exercise, <1% can be viewed as 1% or 0% (whichever is easier).
