The idea is simply
If decreased the number of teachers and the average application is high
The Ranking Will be advanced
The first 7 teachers in the list have the same score, but you have given them different ranks. Was that intentional? Does it matter which teacher is ranked 1, which one is ranked 2, etc?

My formula took assigned a rank to the number of teachers; the smaller the teacher number, the lower ranking number (i.e. closer to 1). I then took the applications - the higher then no. of applications the lower the ranking number (again, closer to 1). I added these together. the lower that number is, the better. I then ranked those numbers in ascending order.
I do not really follow the logic behind what you did. Nor do I understand what you have said in post 5.
