Priority Rank depending on blank cells w/ bypassing cells with content

I am trying to create a priority rank depending on a drop down selection - then if cell C9 is blank then this is prioirty one, if cell C10 is blank this is prioirty two, ALTHOUGH is cell C11 and C12 are not blank I want to skip these as priorities, and if cell 13 is blank this will be prioirty three

    PLEASE HELP

    Thanks,
    Emily

You need to post an actual worksheet with data and specify what you want the outcome to be, ideally showing a manually entered outcome based on actual data.
Click the go advanced tab, then choose the paperclip icon from the new tool set that appears and then you can attach your worksheet.

What you wrote in your original post and what you wrote on the sheet look like two different things to me, so I revised the sheet with two examples you can pick the one that works, if they don't work then copy one and fill it in manually with the results you desire and an explanation as to why they are what you want and I will try and come up with something else.
    Good Luck!!!
