I have two data row, Index 1 and Index 2.

I have to make the third column which contains value which is interpolated from the table.

I could not find any relationship between the two table. Can you give some clues?

There is no relation, these are random reading data.. I need to find using VLOOKUP, INDEX or Match. not sure how.

So, for 12.5, it should average 12 value and 13 value and so on. Thanks

So values in C3:L11 is useless? I am still in darkness.
