Adjusted question - Copy data to 2nd sheet based on criteria and sort

Hello, my question "Copy data to 2nd sheet based on criteria PLUS sort & wrap in 2 column range" was viewed by 64 people, but no one has suggested a solution. I take this to mean that I was asking for the impossible, or at least not something that can be done with a formula. You're the experts. I'll take your word for it. SO, I'm modifying my question...removing the wrapping up to second column requirement, since I suspect that was the tricky part.

Thank you to all who scratched their heads about my original question! Please, I still need help with the the more basic part. I'm attaching an amended file.

TASK: Automate the copying of names (col C) from Tab 1 (RAW DATA) to a specific, 2 column range on Tab 2 (GRID), based on value of Col B on TAB 1, such that,

1) Names are placed in the right position on the "grid" on Tab 2
2) Are sorted in alphabetical order
3) Automatically update/shift position when data in the RAW DATA tab is modified

RESTRICTIONS:
RAW DATA file cannot be re-sorted
