Trying to Set up a form

Basically I'm trying to set up a database for work for electrical components, and I cant figure out how to make a form page, instead of using the input form tool.

What I'm trying to do is have it so you can search part number or marking and be able to retrieve all the information for that row.

I also want to be able on the same page to be able to add information to create a new row/add a part.

Any ideas or links to any tutorials? all I could find was how to use the form tool, but back in Excel 2003, Im sure you were able to make this type of input page.
