Counting numeric values when several values are entered in a cell

I have a worksheet where in column H the user enters a District number. District numbers are 1 to 16. Occasionally, there can be more than one district number entered into the same cell. On the "Stats" worksheet there is a total count of how many times each of the District numbers appear in column H.

For the "Stats" worksheet is there a formula that will count each district number and not count each number separately in any of the numbers 10 through 16? I have tried a couple of formulas I found in a search on the web but the formulas will count 1, 4, and 14 when the number 14 is the only number entered into the cell.

    Thank you for your response.

Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.

    Remember to desensitize the data.

Click on GO ADVANCED and use the paperclip icon to open the upload window.

    Thank you Pepe Le Mokko.

I believe I attached a sample workbook properly. In the sample workbook I removed all other worksheet and removed the majority of other columns data is entered into. In the sample the district # is now entered in column C on the 2015 SI worksheet. As you requested I created a 2015 Stats-Before and a 2015 Stats-After new formula. Hope this helps. Thank you.
