Auto Populate based on 2 criteria using Array

Hi,

I am currently trying to use Array function to auto populate data from Summary to Summary by Managers.
In tab Summary by Managers, i need cell A3 to B89 auto populated based on sheet Summary.

The state manager has to be grouped into one, non alphabetical order is fine. Sector Summary can be either sorted alphabetically or not, does not matter.

Any help would be appreciated.
