Automatic sorting of values

Please see attached excel sheets....

"c|dev 1" has a combination of data from a variety of sources through the workbook
"c| dev 2" has the calculations I am working on


Another user of this forum helped me with these formulas... so I am not an expert.

In sheet "c| dev 2" columns b&c have related data (and d&e, f&g)

Is there a way to have this show up from highest value in the second column (e,f,g) to least value?

The image shows the table I have worked on. The one on the right is what I would like formulas to do. It would look at the upper left section and sort by value and put those in the right table. It would then move to the middle left section and finally the bottom left section.

Similarly, it would do the same for the "developer" and municipal columns.

Does anyone know how to sort it like this without cells extra cells between the items? Sometimes, the numbers may be equal to each other it just would need to list both.
