***Finding Values Based off Two Criteria***

Basically what I am wanting to do is on the "Summary" sheet have the user select a division (1-40) in cell P8 and the winning contractor for that division show up in cell Q8. In order to find the winning contractor, the formula in cell P8 needs to both:
    1. Find the associated division as per cell P8 (which there can be multiple).
    2. Find the contractor with the lowest bid amount within the cell P8.

I've tried countless times using formulas such as vlookup, index, match, sumproduct, and have had no luck. PLEASE HELP

are the divisions always in order? this would be easier to test with a sample workbook, but i think this might work:

Simarui, thanks for the response. I copied this into the cell and it doesn't work to my understanding. Is there a way to attach my project on here? I am new to the forum but would be willing to do so if there was a way!

Whenever I hit Ctrl+Shift+Enter the formula just stays on the screen and seems as if it completely disregards the buttons I hit to show that I am done.
