COUNTIFS using Two Conditions Before Counting Dates

Hello. I am at a loss as to why this is failing. Here is my formula.

The criteria is count all dates in column E of worksheet "Expired CCRD Report" if and only if the date in column E of that same worksheet is LESS THAN the date found in cell H11 of worksheet 'Current Dashboard' AND the name of the project manager in column C of worksheet "Expired CCRD Report" = the project manager's name in cell B40 of worksheet 'Current Dashboard.'

Even when I go to manually filter for this criteria and clearly see some results that should be counted, the formula gives me a value of 0.
