conditional format 1 cell based on multiple criteria of other cells

Hello fellow excel comrades, I call for your help on how to conditional format 1 cell based on multiple criteria of other cells.
A am struggling to get the following formula to work:

Cell to be formated is A3

=AND($B1:$B1000="1",$S1:$S1000="TRUE") Fill cell RED
=AND($B1:$B1000="2",$S1:$S1000="TRUE") Fill cell BLUE

I have looked at many ways and can get it to work if formatting many cells but I just need it to format 1 cell and work in hierarchy, if condition 1 is met stop and don't format further, if not then proceed to condition 2 and so forth.

I have uploaded my sample spreadsheet.

@ jayajaya_4 - not sure why the file upload isn't working but Fotis1991 seems to have downloaded and re-uploaded it so you could try download his version.

@ Glenn Kennedy - the logic is I need to use this one cell A3 as a traffic or behaviour indicator. I don't want to highlight the data range being referenced, i want to use the data to highlight this one cell only.

@ Fotis1991 - thanks for your help but not quite what I was after as per my response to Glenn above but thanks for your help so far.

Perfect!!! Thanks a lot Fotis1991 . That is exactly what I was after and I had a sneeky suspicion that the AND formula wasn't suitable as you have demonstrated.

@ Glenn Kennedy - Yes, I needed it to go red the moment a the first match of the 2 conditions was met across a row and stop, if no matches then proceed to second conditional formating rule.
