I need to concatenate ID's if their email addresses are the same

Hello! I need to mass email to our providers and some providers have the same email address (office manager, or whatnot), but different provider ID's. I need to be able to combine the provider ID's in a new column to go with the email address. Column A in the attachment is what I am trying to achieve with the formula. Example for formula help.xlsx
