If formula to calculate percentage up or down?

Sorry this probably has a really simple solution but I'm getting stuck..

I'm checking the percentage difference between A1 and B2 (the result of this is in C2). I need a formula which will show - if the percentage is above 10% or below -10% then it will say "Tolerance High." If the percentage is below 10% or above -10% then it will say "Tolerance fine."

Does this make sense at all? Many thanks for any help!
