Exactly what do you expect to see in your results? Your INDEX MATCH certainly isn't correct, but I'm not sure what results you are expecting to see.

As the example workbook is set up, the results shown in cell A3 should be the contents of cell I2. The results of cell A4 would be J2, etc...
Basically, depending on what is in cell A2... the rest of the column should auto-fill with the contents associated with that category title.

Yep, that's probably it: one modification needed to start with the first data row (First Name):
=INDEX($H$2:$Q$10,ROWS($1:2),MATCH($A$2,$H$2:$Q$2,0))

Why do I need to include "row()" - just for my curiosity
I looked up vlookups, watched several videos, etc...
a3 = Row()-1
is row 3 - 1 = 2
In the index / match formula it results in row 2.
and if you drag it down
a4 = Row()-1
is row 4 - 1 = 3 (is row 3 in the index / match formula).
