    Multi-Criteria Column Lookup

    I have a spreadsheet that contains data for schedule activities showing start and finish dates that are grouped by the weekly update date. See attached spreadsheet. I am trying to create a countif formula that will reference the column based on "start_date" header as well as the merged update date header.

    I am looking to count the number of activities that were planned to start within the week. (ex. in the week of 5/5/15 I need to count the number of activities that were planned to start that week from 5/5/15 - 5/11/15.) Then I need to count the number of activities that actually started based on the following weeks information and then calculate a percentage from that.
