VLOOKUP TABLE Array ISSUE EXC EL 2010

I'm using excel 2010, and having problems of getting to the table array issue, so the traditional formula should =vlookup (lookup value, table array or range to look up, column index, TRUE or FALSE).

I am unable to input table array, even if I input range manually formula still shows error, but when I checked on another computer with the same excel version do not see any issue there. so not sure what I am missing on my computer or what options I need to check so that I won't be having this problem again.
