sum value based on date...excluding weekends and holidays

I'm trying to add the values of the previous days production target for a line chart I'm attempting to create.

In the first cell the formula should equal the daily target (say, in cell A4) as long as it's not a weekend day or holiday (from holiday_list) and the rest of the cells should add the previous days cell unless it's a weekend or holiday

Something like this...

Date ........Target
1/1/2015 - 2500
1/2/2015 - 5000
1/3/2015 - 5000 (Saturday)
1/4/2015 - 5000 (Sunday)
1/5/2015 - 7500

Take a look at the attached file. Do the formulas in the Tally column do as required?

They sure do...and I tweaked the formula just a bit for the first date, in case it happens to fall on a weekend or holiday
