Calculate Effective Date based on Another Date Range

Sample Worksheet Attached. I need to calculate the Effective Date (Column D) based on the date value in Column C. If Date Falls within 7/1 - 7/30, the effective date would be 8/1, if date falls within 8/1-8/31, the effective date would be 9/1, etc....the Effective date is always the 1st of the month. I cannot determine a formula that will auto populate this cell for me.
