If function with multiple calculations

I am trying to use the If function to generate a result that will give me the weighted average of either my Static or Variable numbers. Attached is my excel worksheet. In yellow (row 26) are fields showing the results for part of the formula. Below is my attempt at completing the formula but I keep getting an error. On a side note, you can simplify the formula as such.
On I23, weighted static average:

How perfect. I only needed to make one minor change to the new/original formula as the second half of the formula used the same calculations as the first half. I simply changed the reference from column E to column G and eliminated the references to rows 19 and 20 (because they had N/A), and it worked like a charm. Better yet, I was able to use the new sumproduct formula you shared, which was awesome. Thank you!!
