The two ways I see you getting a #VALUE! error are:
(1) You have selected a value {k} for the formula that is outside the length of your array
or
(2) You have manually entered your array like the example above. Referencing a range with those values should return you your desired result.

According to this page (http://www.exceluser.com/excel_help/...-aggregate.htm) the Average function (function 1) within Aggregate is one of the reference functions which doesn't take an array. As ThirdFret has said, I think you need to reference a range instead of numbers directly.
I tried putting your three numbers into A1, A2 and A3 (using 1/0 to get Div/0!), then using =AGGREGATE(1,6,A1:A3) and that gave me the correct answer.
