Replace blank cell or cell with one character with specific text

All

I have workbooks that contain varying number of rows of names....

I need a formula that will

Replace a blank cell with MEMBER or if the cell contains a single letter (A or F for example) replace the single letter with MEMBER

Please see attached for simple example showing the original and the required (in Red)

I have found some formulas that work in replacing either of the above but not both
