INDIRECT Formula Copying DOWN

I've looked everywhere and I can't get my formula to work. (Data Validation Source for conditional lists).

My Formula: =INDIRECT($F$2)

When I drag and drop, it copies the formula instead of "filling series" (isn't even an option). HELP! How can I get this function to copy like this in consecutive cells/rows:
=INDIRECT($F$3)
=INDIRECT($F$4)
=INDIRECT($F$5)
etc

Remove the dollar signs $.
