Exclamation Formula for tracking many employees?

I track many different Employees and their travel in one spreadsheet. I require that a form be signed before giving out rental cars. How can I create a formula that will tell me right away if a certain person has already signed it in the past? I would create a simple yes or no function for each name but there are so many employees and a lot of repeat entires.

We would need to see how your data is setup to give you a detailed explanation.

Well, I have been using this formula: =IF( R9>0, "Yes", IF( R9=0, "No" ) )
the R column has the pricing of the car rental

here it is with random information in place of our real records:
The first names are the employees and the names in the 7th column are their managers. the very last column (where it says no) are where my formula is:

    Dave Moore N/A N/A N/A N/A Mark Lee 1Q2015 1Q2015 1/1/2015 1/5/2015 No
    Bob Hans N/A N/A N/A N/A Mark Lee 1Q2015 1Q2015 1/1/2015 1/5/2015 No
    Barbara Lenz N/A N/A N/A N/A Larry Patrick 1Q2015 1Q2015 1/5/2015 1/7/2015 No
    Dave Moore N/A N/A N/A N/A Chris Streisand 1Q2015 1Q2015 1/21/2015 2/2/2015 No
    Bob Garret N/A N/A N/A N/A Larry Patrick 4Q2014 4Q2014 12/27/2014 12/28/2014 No
    Dave Ender N/A N/A N/A N/A Mark Lee 4Q2014 1Q2015 12/27/2014 1/5/2015 No

Maybe a formula that inputs "Yes" automatically if it already said yes for a certain person? I am not sure how that would be set up

Can you upload a sample workbook instead of simple text that details how your data is laid out?
