conditional formatting weeknumbers error?

Hi,

I'm trying to make a simple roadmap with conditional formatting of cells based on weeknumbers.
Problem is the transition from 2015 to 2016.

please see attached file.
Problem row 9 and 10 (transition)
Problem overall (dublicate formated cells)
example row 15,16,17,18

can some one help me out?

first problem is solved but it doesn't know what year it is.... so it will copy all cells into next year same week
