New High/Low Value

I am trying to analyze a dataset. "Point" is the reference series and "% Diff" and "New Base" is defined from "Point" data. I have a condition that when % Diff is greater or less the +/-5% the New base value should be the current "Point" value. Now I am able to get that accomplished, but a problem arises. When the next point is still higher than 5% my formula (math) does not account the next positive value as still greater than 5%. It resets the calculation. I can't get my head around it.!@##$@#4

I have highlighted the point where this is the case and am not getting the correct result, with dark red and yellow highlight.

The value is 0.06%. That is not higher than 5%. The formula works correctly.

Maybe you need to explain a bit more.
