Is it possible to have a formula that looks at what color a cell is and if it is a color, lets say "blue", then it will take the value in that cell and input that value into a different cell in another location?

No, if there is a rationale for the blue color, you could look at that, but formula's don't see colors. You would need to use VBA

substitute commas with semi-colons if your region settings requires
