How to align mismatched rows of data

Hi there,

I have a spreadsheet which has some 11 000 line items, consisting of various purchase orders.
I exported this data from Pastel Evolution and the order date and order number appears in the row above the items ordered.
I want the order date and number to be in the same row as the items ordered without having to first manually align the order date and number with items ordered and then having to copy and paste the order date and number down for all the items ordered.

I have uploaded an example of the data I have and what I would like to do.
