Index/match for multiple criteria when duplicates exist

Hi,

I apologize as this is the third time posting as there was a db error that which will not allow me modify or view previous threads that I register. This is my last attempt. I have come across numerous index/match threads where duplicates are held, but I have multiple criteria and a fixed rank as a reference lookup. This is illustrated on the sample file attached.

I am attempting to use index/match for multiple criteria where duplicate values exist.

The outputfile is to be treated as records that cannot be modified, the Master sheet can be modified.

Essentially I am attempting for Master tab on row 4 of the sample file to pickup the next duplicate record for rank 2 on column R on the output tab.

Thanks for any advice, it's been a long day.
