Prevent dupliaction entry corresponding to the range

How to avoid duplication entry in column F with multiple criteria. Column F to allow unique number only (duplication number not allowed)corresponding to the range.

I have allocated serial number 11439 to kolkatta. I have choose another branch against put the same serial number the error indicated “ENTER UNIQUE NUMBER ONLY”

Create a table of Branches and Serial Numbers, and instead of entering values in column F use a formula like

=VLOOKUP(A2,NewTable,2,False)

where NewTable is either a named range, the address, or the two columns of the new table that you create above.

If the notice can be beside the serial number, then place this in Cell G2 and copy down.
