"Conditional Formatting" scatter plot not working

So I used a borrowed and fairly well known sorting formula first seen on Ozgrid in creating a dashboard. It uses a scatter plot to display what looks like a line graph with conditional formatting.

The formulas for a fixed goal (in the example below 15%) are pretty straight forward. I'm trying to adapt these formulas for an accumulative goal and can't seem to figure out how to get the trend formula right. Sorting formula seems to be working like a champ. I'm sure you pros can already pick this up, but the point is for the line to be one color under goal, and another over the goal.

Came up with my own solution. Not what I first had in mind but it was fairly simple by using a bar chart instead. Looks different but still functional.
