Count active clients

I need to determine how much of our clients have used our product at least once a month since their first use. For this, I have 2 separate sheets that hold two separate colums each.

Sheet 1 is "Clients summary" and holds each individual clients and their according number of contracts. I Named array "CLIENTS" and "JOBS"
Sheet 2 is "Contract summary" and holds the date of each contract and the name of the client.

I need the formula to scan each line of CLIENTS, find the first occurence of each client in contract summary, use FLOOR(YEAR360(that value;TODAY())/12) to establish the number of complete month since first contract and compare it to the number of jobs already done.

If the number of jobs is > number of months, it is counted, otherwise, it is ommitted.
