The most likely cause is cell which was previously a proper number changing to text which happens to look like a number or vice versa. But rather than guessing can I suggest you upload the workbook.

Hard to say without seeing a sample of the data this is used on, but if you are not gettingb a result, maybe there is nothing that your average is returning?
btw, you could use IFERROR on that, to shorten it...
=IFERROR(AVERAGE(IF(TEXT(""&MakingUp!H$9:H$200,"mmmyyy")=A10&A11,MakingUp!J$9:J$200))),"")
hmm and come to think of it....
you could probably also use =AVERAGEif()
